Spokane Public Radio wants to keep you posted on the latest research and information about health concerns and issues that face our region. Each year, the station hosts a public forum about a contemporary topic, then invites a panel of local doctors and experts to bring their findings and take questions from the audience.

On Tuesday, March 19, Spokane Public Radio and City Cable 5 teamed up to bring residents the facts and myths surrounding the Affordable Healthcare Act, also known as ObamaCare.  The SPR Health Forum Award-winning reporter and former SPR News Director Doug Nadvornick moderated the discussion took questions from the audience.

Jeff B. Collins, M.D.
Providence Health Care

Jeff B. Collins, M.D., has represented Providence Health Care as chief medical officer since 2006, managing physician services, research, and professional education for Providence Sacred Heart Medical Center and Providence Holy Family Hospital. Throughout his career, Dr. Collins has served as President for the American Medical Association, both on the Executive Committee and the Health and Public Awareness Committee. President of the Washington State Medical Association, and president of the Spokane County Medical Society, and having served on many health care committees throughout his career, Dr. Collins graduated from the University of Illinois College of Medicine.


Susan Johnson
U.S. Department of Health and Human Services
Regional Director


Health and Human Service Regional Director Susan Johnson works with federal, state, local, and tribal officials on a wide range of health issues. Prior to her appointment by President Obama in 2009, she served as director of the King County Health Action Plan for the Public Health Department, developing and implementing innovative programs addressing health care needs for children, teenagers, and persons with chronic diseases. A former member of the Washington State Health Care Policy Board, Johnson has experience representing the concerns of consumers and workers in the development of health policy recommendations for state officials. She is a graduate of Middlebury College in Vermont.


William Lockwood, M.D.
Community Health Association of Spokane
Medical Director
 
William Lockwood, M.D., joined Community Health Association of Spokane, one of Washington’s 26 non-profit community health centers that provide access to all patients regardless of insurance status or ability to pay, after over 20 years of emergency medicine work. As medical director, Dr. Lockwood coordinates health care provider teams, manages clinical guidelines, actively participates in patient-centered healthcare home integration, and provides regular patient care. He earned his Doctor of Medicine from the University of Michigan and completed his emergency medicine residency at Wright State University School of Medicine.

 

Michael Marchand 
Washington Health Benefit Exchange
Director of Communications
 
As the director of communications for Washington Health Benefit Exchange, Michael Marchland most recently oversaw communications and stakeholder engagement for Washington state’s successful Medicaid Electronic Health Records Incentive Program that has provided more than $100 million in federal payments to eligible professionals and hospitals. Previously, Marchand served as a director with both Microsoft’s Health Solutions Group and the Centers for Medicare and Medicaid Services, earning the U.S. Department of Health and Human Services Secretary’s Award for Distinguished Service related to advocacy and outreach. Marchand received his Bachelor of Arts in Government from Franklin & Marshall College.


Stephanie Marquis
Office of the Washington State Insurance Commissioner
Communications Manager

Marquis has has been instrumental in the development of Insurance Commissioner Mike Kreidler’s blueprint for reform at the state level. Since passage of the Federal Health Care Reform Act in March, 2010, she has been deeply involved in implementation efforts and communications for reform within the state. Marquis is a member of Washington’s Affordable Care Act Communication Leadership Group and has more than a decade’s worth of experience in explaining health insurance to the public and policy leaders.
 
Madeline Otto
Group Health Cooperative
Director of Federal Government Relations

 
Director of Federal Government Relations for Group Health Cooperative, a member-governed, nonprofit health care system, Madeline Otto joined Group Health after nearly eight years living and working in Washington, DC. Previously serving as a liaison to the U.S. Department of Health and Human Services and Congress, Otto oversaw Medicare, Medicaid, and the Children's Health Insurance Program. As a legislative assistant in the Office of Senator Bill Nelson of Florida, she managed a legislative portfolio on health care issues, including Nelson’s participation in the development and passage of the Affordable Care Act. She has a Master of Public Policy from Georgetown University.

 

Moderator Doug Nadvornick
Doug Nadvornick writes about health sciences for WSU-Spokane on the Riverpoint Campus. His focus is on medical education, but he has also written about the other campus programs, including nursing and pharmacy. Nadvornick was also a public radio reporter and host for nearly 20 years, most of that in Spokane, but also in Coeur d'Alene. He has acted as a writer and editor for the The Pacific Northwest Inlander and, in the 1980s, as a reporter and host for a local commercial news radio station.
