We’ve heard from the incumbent, Karen Stratton, and from three of her challengers. Today, we meet with a fourth challenger, Jeff Rugan. [The fifth challenger, Ken Side, hasn't returned our requests for an interview.] Rugan helps to place people into jobs as an account manager at Express Employment in downtown Spokane.
