Andrus was a Democrat who served as the 26th (1971–77) and 28th (1987–95) governor of Idaho as well as the U.S. Secretary of the Interior (1977–81) during the Carter Administration. His political legacy was defined in large part by his belief that environmentalism and positive economic development are not mutually exclusive.
